Batterer Intervention Programs (BIPs) are structured educational programs designed to hold individuals who have used abusive behaviors in intimate relationships accountable while helping them develop healthier, nonviolent behaviors. Unlike anger management, BIPs address the patterns of power and control that contribute to domestic abuse and focus on increasing accountability, promoting victim safety, and reducing the risk of future violence. In Tennessee, the Domestic Violence State Coordinating Council (DVSCC) establishes the statewide standards for Batterer Intervention Programs and is responsible for certifying and monitoring programs that meet those standards. The Tennessee Coalition to End Domestic & Sexual Violence facilitates the DVSCC and supports its work to ensure certified BIPs operate consistently and effectively across the state.

Rules for Batterer Intervention Programs

These rules provide minimum standards, certification, and monitoring criteria for batterers intervention programs that elect to identify themselves as “certified batterers intervention programs” for perpetrators of domestic abuse, as defined in Tennessee Code Annotated § 36-3-601.

Batterer Intervention Program Recertification Application

In accordance with TCR 0490-1, it is the policy of the Domestic Violence State Coordinating Council (DVSCC) that certified batterer intervention programs should submit all necessary application documents for re- certification prior to, but no later than sixty (60) days after, the expiration date of the program’s certification.
